Why use a Framework?
Modern frameworks come with everything you need to build a WordPress theme faster and more effectively than starting from scratch.
Some frameworks allow you to build themes with very little or NO PHP coding skills so they are perfect for web designers with HTML/CSS and graphic design experience who want to move into WordPress theme development.

Just make sure that the framework you use is licensed under the GPL and that the developer(s) allow you to sell themes you have developed on other sites/marketplaces.
